Why this moment is decisive for Gulf businesses

01

New UAE Federal Law

Decree-Law No. 11/2024 — effective May 2025 — requires all UAE companies, including free zones, to measure and report GHG emissions, with fines reaching AED 2 million for non-compliance.

02

UAE Net Zero 2050

As COP28 host and Paris Agreement signatory, the UAE has set annual sectoral reduction targets through 2050. Businesses that align now gain regulatory headroom and competitive advantage.

03

Green Finance Unlocked

Sovereign wealth funds (Mubadala, ADIA), banks, and ESG investors are prioritising low-emission portfolios. Carbon accounting is the entry ticket to sustainable bonds and green trade corridors.

04

The Local Expertise Gap

Few consultancies in the UAE combine rigorous GHG methodology with genuine regional knowledge — regulatory, cultural, and operational. This is the gap Carbon Pulse was built to fill.

A structured path to measurable impact

01

Assess

Baseline audit of your operations, energy, supply chain, fleet, and travel — identifying all GHG sources across Scopes 1, 2, and 3.

02

Benchmark

Compare your footprint against sector averages and regional peers. Identify hotspots and prioritise the highest-impact opportunities.

03

Set Targets

Define science-based KPIs aligned with UAE national goals, SBTi commitments, and investor expectations for short and long term.

04

Plan

Customised decarbonisation roadmap with sector-specific interventions, technology recommendations, and investment priorities.

05

Monitor

Implement tracking systems and conduct annual verified audits to ensure compliance, progress measurement, and data traceability.

06

Report

GRI-aligned sustainability reports and UAE MRV submissions — communicating results to investors, clients, and regulators.

"Carbon accounting is not a cost — it is the language of competitive advantage in the new Gulf economy."

Founder & Chief Executive Officer · Carbon Pulse

Hala is a dedicated sustainability scientist and environmental researcher whose career has been defined by a single conviction: that rigorous carbon measurement is the most powerful tool businesses have to confront the climate crisis. Educated across four countries and active on three continents, she brings a rare combination of academic depth and field-level pragmatism to every client engagement.

Her formal academic training includes a PhD in Climate Change and Sustainable Development Policies (University of Lisbon & University of East Anglia, graduated with distinction), a double Master's in Natural Resources Management, Forest and Environmental Science (University of Lisbon & University of Tuscia, with honours), and a BSc in Agricultural Engineering. This foundation is complemented by specialised training in ESG strategy and reporting, energy efficiency in buildings, water consumption reduction, embodied and operational carbon accounting, decarbonisation strategies, and Carbon Capture and Storage — including accredited programmes from the Universities of New Hampshire and Edinburgh.

Before founding Carbon Pulse, Hala led work on Net Zero strategy, energy efficiency in heritage buildings, and decarbonisation frameworks within one of the three most reputed institutions in the United Kingdom's public service — where she developed comprehensive environmental impact assessment frameworks and contributed peer-reviewed research and technical publications with measurable institutional impact. Prior to that, she spent five years as a Climate Change and Food Security Researcher at the University of Lisbon's Centre for Ecology, Evolution, and Environmental Changes in Portugal.

Hala also brings four years of international development experience, having worked across Central America as a sustainability and environmental consultant with leading international organisations — advising on inter-sectoral strategies, ecosystem-based approaches, and social and environmental inclusion programmes across the SICA region.

Now based in Abu Dhabi, Hala founded Carbon Pulse to channel her decade of scientific and applied expertise into practical sustainability solutions for Gulf businesses — helping SMEs navigate the UAE's new regulatory landscape and build genuine pathways to climate neutrality.
